MISSION
MGUE is a joint service program developed to modernize military GPS receivers, thereby delivering upgraded capabilities that allow for accurate and reliable Positioning, Navigation, and Timing to US and Allies where current receiver performance might be compromised or unavailable.
BACKGROUND
MGUE is part of the GPS modernization effort that began in the late 1990's in response to increasing threat of enemy denial of GPS and the need to prevent adversary use of GPS. Modernization of the Space Segment is already underway with GPS IIR-M and GPS IIF satellites currently in orbit, and GPS III satellites in development. The GPS Next-Generation Operational Control System (OCX) will provide command and control of these satellites for the full range of the modernized capabilities.
DESCRIPTION
The MGUE program is split into two increments. MGUE Increment 1 delivers ground and aviation, maritime form factors. The Increment 1 receivers will be tested in four Service nominated lead platforms: the Air Force B-2 Spirit, the Marine Joint Light Tactical Vehicle, the Army Stryker, and the Navy Arleigh Burke-class destroyer. After completion of Operational Test on the four lead platforms, Services will procure and sustain MGUE Increment 1. MGUE Increment 2 will leverage Increment 1 technology to the maximum extent while pushing Military Code (M-Code) into Precision Guided Munitions, space receivers, and handheld devices. MGUE Increment 2 is pre-decisional with requirements still in Joint Staff coordination and an acquisition strategy in development. Both MGUE Increment 1 and MGUE Increment 2 support the National Defense Authorization Act for Fiscal Year 2011, which directs that all GPS military user equipment purchased after fiscal year 2017 must be M-Code when available.
CAPABILITIES
MGUE will acquire and process M-Code signals transmitted from Modernized GPS satellites while retaining all legacy capabilities provided by current military GPS receivers. M-Code offers a number of improvements to receiver performance in the form of a higher-power signal that offers improved resistance to jamming and interference; advanced security features to prevent unauthorized access or exploitation; and improved message formats and signal modulation techniques for faster and more accurate performance. M-Code coordinated employment of space, cyberspace, and electronic warfare operations.
