LOS ANGELES AIR FORCE BASE, Calif. – The United States Space Force’s Space and Missile Systems Center (SMC) competitively awarded the Space Enterprise Consortium (SpEC) consortium manager agreement to National Security Technology Accelerator (NSTXL) on Jan. 15, 2021.
SMC previously delayed award to further evaluate a judgment against NSTXL that occurred separate from the source selection of the consortium management agreement. SMC assessed the matter with due diligence as part of the responsibility determination, and concluded the filing would not affect the company’s ability to execute the terms of this contract in the best interest of the Government.
The $12B award is a ceiling for consortium projects. During the 10-year period of performance, the total value of prototype projects awarded through the consortium cannot exceed $12B, and the compensation the consortium management firm receives is a sliding rate based on the value of projects awarded.
As with routine contract management efforts, SMC will be engaged with NSTXL and oversee the contract on a daily basis.
The Government evaluates, competitively selects, and awards all prototype awards, while the consortium manager’s responsibility is to organize and manage the members.
“Currently SpEC includes 457 members to date and all decisions relating to requirement development, evaluations, awards, and performance evaluation reside with government program offices,” said Col. Tim Sejba, program executive officer for SMC’s Space Development Corps. “This award marks the beginning of ‘SpEC Reloaded’ and will enable the SpEC to continue to accelerate prototyping and deliver new and innovative capabilities to the warfighter and the world.”

SMC, located at Los Angeles Air Force Base in El Segundo, California, is the center of acquisition excellence for acquiring and developing military space systems. The center’s portfolio includes the Space Launch and Range Systems, Global Positioning System, Military Satellite Communications, Space-Based Environmental Monitoring Systems, Satellite Control Networks, Overhead Persistent Infrared Systems, and Space Domain Awareness capabilities.
